He studied at the St. Petersburg school for the promotion of art (1915 – 17) under the guidance of a Russian landscape painter A. Rylov.

In 1920 he returned to Latvia and Rezekne worked as an art teacher.

During the Second world war, the artist worked in evacuation in Russia – Ivanovo.

After returning in 1943 F. Varslavans was awarded the title of Honored art worker of the Latvian SSR. In 1924 35 years has organized five exhibitions of his works.
