He studied at the Odessa drawing school, then in Academy of arts from 1878 to 1887 he was In 1881 graduated from the scientific course. Received medals: in 1881 - 2 silver; 1883 - silver 1 and 2; 1885 - 1 silver; 1886 - 2 gold for the program "St. Irene cures St. Sebastian". In 1887 - the title of class artist of 1 degree for the program "Metropolitan devotes Ivan the terrible in the schema". (Kondakov)

Participant of the exhibition "St. Petersburg society of artists", AHRR, "society of artists to them. A. I. Kuindzhi", Imperial Academy of arts. The works of P. I. Heller is stored in the state Tretyakov gallery, state Russian Museum and other Museum and private collections.
