He graduated in 1951, Minsk art school, and in 1959 – the Belarusian state theatre and art Institute (Belarusian Academy of arts). From 1977 to 1982 was Chairman of the Union of artists of the BSSR. Participant of group exhibitions in Russia, Belarus and abroad. The personal exhibition of Viktor Gromyko were held in Minsk and other cities of Belarus.
The works of V. A. Gromyko are in the State Tretyakov Gallery, the National art Museum of the Republic of Belarus, State Museum of great Patriotic war history of the Republic of Belarus, the Museum of the Moscow Kremlin and other museums of the former USSR.
