He was born in the village Ladygin Ivanovo-Voznesensk industrial region. Member of the Union of artists of the RSFSR in 1958. In 1945-1950 he studied at the Palekh art school. Teacher - I. P. Vakurov, I. I. Zubkov. Since 1950 worked in the Association of Palekh artists (1954 - Palekh art-production workshops).
Engaged in painting of porcelain. Themes of works: folklore, literature. Participant of exhibitions since 1954. The work of Yu. p. Kozlova are in museums: gmpi, PIM, Irkutsk OC, MENR, the State Museum of A. S. Pushkin, HF Russia.
