Popkov’s painting is distinguished by dramatic, social generalization and psychologism of images and situations, the desire for philosophical reflection on life, the rigor of compositions and rich color.

He studied at the Art and Graphic Pedagogical College (1948–1952) and at the Moscow Art Institute

(Pushkin). ” He was a member of the USSR Union of Artists. For the cycle of paintings "Reflections on Life" V.E. Popkov was awarded the USSR State Prize (posthumously). Most of his creative heritage, consisting of dozens of paintings, hundreds of sketches, watercolors, drawings, is in the State Tretyakov Gallery, Russian Museum, State Museum-Reserve "Abramtsevo", in museums of Russia and foreign collections. V.E. Popkov lived and worked in Moscow.
