In 1940 Gleb Savinov graduated from Ilya Repin Institute in Alexander Osmerkin workshop.
He studied with Pavel Naumov, Michael Bernstein, Nicholai Radlov, Genrikh Pavlovsky, and also the father of Alexander Savinov.
Participant of exhibitions since 1940.
Member of the Leningrad Union of artists since 1944.
Honored artist of the RSFSR (1973).
He painted portraits, genre and historical compositions and urban landscapes, still lifes.
Taught at Repin Institute of arts in the name of I. E. Repin (1945-1947), higher school of industrial art named after V. I. Mukhina (1949-1979). Professor higher school of industrial art named after V. I. Muhina (1969).
His personal exhibitions were in Leningrad (1991) and St. Petersburg (2005).
