The son of a large family working Pavlovo-Pokrovskaya textile factory, was forced at the end of the 6 classes to interrupt his studies. A teenager working as an artist in theater and prepares for the holidays in the city. In 1934, he arrived in Moscow, works in the club and visits the Studio of the all. Then goes in the artistic workshops of the Bolshoi theatre and works under the guidance of the great artist of the theater of F. F. Fedorovsky.

In 1935, goes in the Studio Mosha, and then on organized in the time the painting Department of the Moscow Institute of fine arts (now the Moscow state art Institute im. V. I. Surikov) in the Studio of G. G. Ryazhsky. In 1942 Feoktistov successfully defended a diploma, paint a picture of "a hero's welcome at Home." In 1944, he, a member of the Union of artists of the USSR, sent to the front. Awarded the medal "For Courage". Since 50-ies exhibited at all-Union and Republican art exhibitions (works on historical and revolutionary themes from the life of the labor movement).

Works are kept in many regional museums of Russia.
