Honored artist of Russia, laureate of the regional (Governor's award) in the field of culture and art.

Was born in Kurgan. In 1957 graduated from Sverdlovsk art College, in 1970, became a member of the Union of Artists. Stood at the origins of the Kurgan organization of Union of artists of Russia, was Chairman of the arts Council, Chairman of the Kurgan branch of the Union of artists of the RSFSR, member of the Zonal exhibition Committee.

The artist is well known in Russia as the great master of landscape and still life. His work since 1959 has been exhibited in over 80 exhibitions in Moscow, cities of the Urals and Siberia in Italy. Participant of all regional and city exhibitions since 1959. Works Pichugin V. A. "willow", "the snow maiden", "Zaural loaf", "still life with cactus", "Fish", "Russian kvass", "Bread", the series "plants of the Urals", series "Tobolsk", and the other was exhibited at the glow exhibition "Ural socialist" in the cities of Perm, 1967, Chelyabinsk, 1969., Ufa, 1974, Tyumen 1979-80g.g., Sverdlovsk, 1985, Kurgan, 1991-92, G., Ufa, 1997, Vyacheslav Alekseyevich - the participant of Republican exhibitions: "Artists of the Urals, Siberia and the Far East", Moscow, 1971, the exhibition "still life", Moscow, 1973., "400 years Tobolsk" Tobolsk, 1987 the Most complete work of V. A. Pichugin was presented at the anniversary personal exhibitions in 1985, 1995, 2000, 2001.

A classic TRANS-Ural steel painting still lifes such as "Chrysanthemum", "the Blue vase", "Voice of memory", "Fish", "Fruit", landscapes "Night mound", "Father's house", "Yard of my childhood", and others. "Still life with shrimps" after the Republican vestaci 1973 published the album the best of the Soviet still-life. The paintings of the artist are stored in Kurgan, Tobol'sk, Sverdlovsk art museums, in private collections in Russia, Japan, USA, Italy, England, Yugoslavia, Germany, Switzerland, Austria.
