Born in the village Chudivka Lipetsk region. In 1969-1974 he studied at the Palekh art school. Teachers - A. V. Borunov, A. V. Kovalev. In 1974-1989 years worked at the Palekh art-production workshops. Themes of works: folklore, literature. Participant of exhibitions since 1990. The work of V. I. Zolotarev is stored in the State Museum of Palekh art.
