Born in the city of Sokol, Vologda region. In 1981 graduated from the graphic Department of the Kostroma pedagogical Institute. The diploma was devoted to the bookplate craze which began in 1967. In the same year, – the participant of numerous domestic and foreign exhibitions. Held about 10 solo exhibitions, the latest in Vologda (1997), in the Museum of bookplate in Moscow (1999). Member of the International exlibris congresses in Linz (Austria) – 1980 in Saint-Petersburg, 1998
The artist created more than 300 book marks, about 50 easel engravings, more than 30 greeting cards, with a number of books. All work is performed in the technique of engraving on plastic – high print.
Now lives and works in Vologda.
May 15, 2003 in the exhibition hall of Sokol history Museum opened a personal exhibition of the artist "Leonid shchetneov. Graphics".

Solo exhibition of prints was held in Moscow (1999), Vologda (1972, 1981, 1987, 1997), Leningrad (1984), Ulyanovsk (1976), Cegled (Hungary) (1979).
Lives and works in Vologda since 1972. The artist's works are in the Museum-reserves and museums of local lore of the Vologda region, private collections in Russia and abroad. The main collection of the artist's work is in the Vologda regional picture gallery.
The artist works in the technique of engraving on plastics in the field of easel engravings (landscape genre), book illustration, book mark, adverbial graphics; individual prints made in the technique of linocut and etching. Major works: book of signs (all made more than 300 bookplates), a series of engravings with views of architectural monuments of the Vologda region (1980-1990-ies), a series of engravings with motifs of the Northern village (1980-1990-ies).
