Andrey
Filippovich Rubtsov

Born in the village Chimeevo Kurgan region. In 1947, he moved to Irkutsk. From 1947 to 1952 he studied at the Irkutsk art school at M. D. Barkalova. Member of the CPSU since 1945 a member of the Union of artists of the USSR since 1961 VOV, he has government awards.
