Born in 1939 in article Baturinsky Krasnodar region. In 1971 he graduated from Krasnodar art College. Member of the Union of artists since 1986 Honored artist of the Mari El Republic.

Member of the Union of artists of Russia since 1986, he Participated in regional, zonal, Republican and all-Union exhibitions. In 1975 he worked on the Academic summer residence, made a trip to Novgorod and Pskov, and talked with A. Gritsai, Yuri Kugach, brothers Tkachevym. The author of the paintings on military subjects, landscapes and portraits. Personal exhibition was held in 2000 in the national Museum of the Republic of Mari El (Yoshkar-Ola).

The work of B. I. Tarelkin are in the national Museum of the Republic of Mari El (Yoshkar-Ola), in many regional museums, in private collections in Russia and abroad. In 1978, the artist made a trip to Vasilsursk (Nizhny Novgorod oblast).
