He was born 22 Mar 1903 in Kherson.
In 1931 Samuel, Nevelshtein graduated from the Institute of Proletarian fine art in Leningrad. He studied of Vasily Savinsky, Arcady Rylov.
Participated in exhibitions since 1928.
Member of the Leningrad Union of artists since 1935.
He painted portraits, genre compositions, landscapes, still lifes. Worked in watercolors and oil painting. Was the head of the school (1936-1940).
