Igor Babailov was born on 9 February 1965. In 1972-1979 he studied at srednei school No. 2, Glazov. 1975-1979 – Children's Art School. 1979-1983 – studied in Moscow secondary Art School at the Institute. V. I. Surikov ( now the Art Lyceum im. Tomsk ), graduated from a prestigious Recommendation at the Surikov Institute. In 1983 he entered the Moscow State Academic Art Institute. V. I. Surikov. 1984-1986 – served in the Army. In 1990 she Graduated from Moscow State Academic Art Institute. V. I. Surikov, faculty of easel painting, workshop of Professor V. N. Presented by the Vatican Ambassador, Archbishop Luigi Ventura. In 2009, for his work on the portrait of the commander of the Armed Forces, US General David.X. Petreaca awarded the medal "For distinction", awarded by General Patriacom. In 2009 he was awarded the Golden Order "Service to art" I degree.
