Born in 1956 in the city of Petrozavodsk. Since 1962, lives in Moscow. In 1976 he graduated from Abramtsevo art-industrial school im. Vasnetsov. Since 1979 member of the youth Association of the Moscow Union of Artists.
Since 1990 member of the Moscow Union of Artists, section of painting. Since 1980, participates in various exhibitions and auctions in the country and abroad. A number of paintings are in the collections of the Ministry of culture and the Union of artists of Russia and in private collections in Russia, USA, Canada, France, Spain, Austria, Italy including in the collection of Silvio Berlusconi. More than 130 works are in private collections of Sweden.
Artistic manner S. V. Volkov characterized by soft lyricism and irony, attention to the details of urban life.
