National architect of the USSR (1984), member of the USSR Academy of arts (1988). From 1941 he lived in Leningrad, worked at the Kirov plant. In 1942-1945 was in the army. In 1951 he graduated from the Leningrad engineering-construction Institute. In 1960-1967 he worked at the Institute LenNIIProekt, and in 1963 — head of workshop No. 1 of this Institute. In 1971-1918 from head GlavAPU, 1971— 1987 — the chief architect of Leningrad, 1971-1987 he was Chairman of the town planning Board. One of the authors of the General development plan of Leningrad in 1963-1990. and the draft plan of the suburban area of Leningrad General plan of development of Leningrad to 2005, the Author of the architectural solutions to the metro station "Civic Avenue" and "Chernaya Rechka". Since 1986 — Chairman of the Board of the Leningrad branch of Union of architects of Russian Federation. He was buried in Leningrad at Literatorskie Mostki.
