Born in the town of Shuya, Ivanovo region. In 1945-1950 he studied at the Palekh art school. Teachers - A. V. Kotuhin, I. V. Markichev, N. F.Vikhrev. Since 1950 worked in the Palekh Association of artists (1954 - Palekh art-production workshops).
Themes of works: folklore, literature. Participated in exhibitions since 1967. The works by V. I. Khokhlova is stored in the State Museum of Palekh art, HF Russia.
