He studied at the art College and at the Art Institute in Kharkiv S. M. Prokhorov (pupil Repin), then (1948) at the Moscow art Institute. V. I. Surikov in A. A. Osmerkin.
Participant of exhibitions since 1955.
The picture F. Kaplan reside in art museums of Arkhangelsk, Bryansk, Volgograd, Kirov, Penza, Moldova and Ukraine, in the art Museum of münster (Germany), as well as in private collections in Germany, Japan and the UK.
Born in Zwergen M., Rogachev district, Gomel region, Belarus, on 14 June 1913 1939 по1948 years he studied at the art College, then at the Art Institute in Kharkiv S. M. Prokhorov (pupil Repin). He continued his education in Moscow art Institute named. V. I. Surikov in A. A. Osmerkin. In 1948, he participated in the exhibition of diploma works in Moscow state. V. I. Surikov. Joined the MOSH. In 1950-e years, he traveled to Central Asia and Moldova. In 1959 he made a trip to Bulgaria and Romania, in 1969 in Yugoslavia, in 1977 in France and 1989 in Italy (Rome, Florence, Venice).
Repeatedly participated in the Moscow spring exhibitions of Soviet artists in the Third national art exhibition (1961), in art exhibitions, including "USSR - our homeland" in 1977.
Works Fani Macsony Kaplan are stored in the collections of the State art Museum of Moldova, the State Museum of arts of Uzbekistan, Dagestan Museum of art, the Museum of fine arts of Karelia, the Museum of fine arts of Tatarstan, Kiev Museum of Russian art, Yakut gallery and in many regional museums (Arkhangelsk, Bryansk, Volgograd, Kirov, Murmansk, Penza, Krasnoyarsk, etc.), as well as in private collections in Russia, England, Japan and Germany.
