Born in the town of Kineshma in Ivanovo region. Member of the Union of artists of Russia since 1993. In 1975-1980 he studied at the Palekh art school. Teacher Yu. A. Brovkin. In 1980-1991, he worked at the Palekh art-production workshops (1989 - creative-production Union of artists of Russia "Palekh Partnership"). In 1992 he participated in the creation of the iconostasis of the Church of Elijah the Prophet in Palekh. A member of the Cooperative "Palekh" in 1991.
A great influence on the work of L. F. Novikova had artists Markichev I. V., A. V. Kotuhin, A. I. Vatagin. Themes of works: folklore, genre scenes, religious. Participant of exhibitions since 1991.The work of L. F. Novikova are stored in museums: the State Museum of Palekh art, the all-Russian Museum of decorative-applied and folk art.
