Born in 1910 in Tomsk in the family of a publishing worker and librarian. After graduation from high school he worked on the construction of the Kuznetsk metallurgical combine, in 1931, received the diploma of engineer. Worked in the design Department, Go. Moved to Moscow in 1935, where he was accepted to his Studio at the Architectural Institute (MARCHI) A. V. Shchusev. Here he became acquainted with A. A. In 1960, he became the chief architect of Moscow, and remained in this position until 1982, and under his leadership developed a new General plan of Moscow. He was also Chairman of the Committee on civil construction and architecture under the Gosstroi of the USSR and Deputy Chairman of the USSR state Committee for construction (1963-1967).
