Born in the city of Tiraspol Moldovan ASSR. Member of the Union of artists of the RSFSR in 1960. In 1949-1954 he studied at the Palekh art school. Teacher - V. I. Astakhov, N. M.Zinoviev. Since 1954 worked at the Palekh art-production workshops.

Was engaged in book design. Themes of works: folklore, literature, Soviet, genre scenes. Participant of exhibitions since 1955. V. A. Panin are stored in museums: gmpi, PIM, Ivanovo OC.

Painter, honored artist of the Chuvash Republic, participant of the great Patriotic war.

He was born in Melenki, Vladimir region.

Artist Palekh miniature painting. His works can be seen in the Tretyakov gallery, museums of near and far abroad. Chuvashia became the second home of the remarkable painter: 1984 lives and works in Novocheboksarsk. "The fact of the appearance of this artist in the Chuvash Republic is of fundamental importance for the Chuvash professional painting. His inner, spiritual world is huge, as he is a new Chuvash Ulyp–hero. Major works: a series of watercolors dedicated to the ancient monuments "Kizhi", "Ferapontovo", "Rostov", "Novgorod"; paintings dedicated to the works of A. S. Pushkin; illustrations based on the poem by K. Ivanov, "Narspi"; miniatures, painted wooden boxes, brooches, Easter eggs etc.
