Laureate of the State prize (1952). He studied at the Odessa art school (1932-1938) P. G. Volokidin and T. B. Fraerman. In 1938 he enrolled in MGHI them. V. A. Surikov, he studied under A. A. Osmerkin and P. D. Pokarzhevsky. A veteran of WWII. Since the mid-1960s, worked in the field of monumental painting (fresco). Permanent participant of Moscow, Republican and all-Union exhibitions. Personal exhibition of Vladimir Polyakov was held in 1960, 1966, 1980 (posthumously) in Moscow. Works of the artist are in the Tretyakov gallery (Moscow), state Russian Museum (St. Petersburg), major regional collections in Russia and the CIS, and in private collections in Russia and abroad.
