In 1950 Yuri Tulin graduated from the Repin Institute of arts in Repin , Boris Ioganson workshop.
He studied of Mikhail Bernshtein, Genrikh Pavlovsky, and Alexander Zaytsev.
Participant of exhibitions since 1948.
Member of the Leningrad Union of artists since 1951.
Wrote historical and genre paintings, portraits, landscapes.
Laureate of the Grand Prix of the international exhibition in Brussels (1958 ).
Honored artist of the RSFSR (1961). Honored art worker of the RSFSR (1965).
Personal exhibitions were in Leningrad ( 1972, 1986, 1987 ), Moscow (1972), Petersburg (2001).
