(1923.) In 1953, graduated from Moscow State Art Institute. V. I. Surikova (Studio of G. G. Ryazhsky). 1950 – member of the Moscow art exhibitions, in 1957 admitted to the Union of Artists of the USSR.
Landscape painter, portrait painter, author of genre works, a talented poster artist. Many designed by the artist of the posters produced in the Soviet time mass runs: "glory to the Soviet railroad", "Builders! Use local materials, Build a bird!".
The theme of the genre of the works of P. S. semyachkina was the life of the Soviet people: "the development of the deserts of China", "Arena", "the Library brought", "brought the Mail", etc.
Works are kept in the regional art museums of Russia
