Painter. Member of the Union of artists of the USSR. Honored artist of the RSFSR.
He studied at the Ivanovo art College. In 1949 he entered the Moscow art Institute named after V. I. Surikov, he studied in the Studio of G. G. Ryazhsky.
Significant influence on the work Chapaeva has had such masters as I. Levitan, V. Serov, K. Korovin. Permanent participant of art exhibitions since 1957.
F. Chapaeva paintings reside in art museums Dmitrov, Arkhangelsk, Ordzhonikidze, and in private collections in Russia and abroad: Germany, USA, Japan.
