Born in the village of the town of dukhovshchina, Smolensk region. Honored worker of culture of the RSFSR (1980). A member of the artists Union of the RSFSR since 1965. In the years 1947-1952 he studied at the Palekh art school. Teacher - I. P. Vakurov. Since 1952 worked at the Palekh artists Association (later the Palekh art-production workshops). Since 1957 he taught at the Palekh art school. Died 2 may 1997, buried in Palekh.
Was engaged in monumental painting. Themes of works: folklore, literature. Participant of exhibitions since 1954.
The work of V. I. Head are stored in museums: the State Museum of Palekh art, the Central Museum of the Revolution.
