Orphan, apprentice and beloved sitter P. Konchalovsky (picture "the Golden age" (1946), "Polisher" (1946), etc.). In 1936 – 1937 he studied at the technical school at the Moscow architectural Institute, then a year in art school at the Academy of arts
in Leningrad. During the war trained as a pilot, he served in Samarkand, and then on the Northern front. After demobilization in 1946 he entered the Moscow art Institute. V. I. Surikov, where he studied with V. N. Yakovlev. In 1950 he became a member of the Studio of military artists to them. M. B. Grekova, 1957 – a member of artists Union of the USSR.
Participant of exhibitions since 1953. Solo exhibitions were held in 1954, 1961, 1971, 1978 in the halls of CDSA in 1987 – the house-Museum of M. B. Grekov in Novocherkassk and
in the exhibition hall of the city of Frunze. In December 1999, the halls of the Russian OH the exhibition of "I. N. Popov (the artist's wife, student of Sergei Gerasimov) and the Citizens".Feature creative style V. Perejaslavets can be considered his craving for portraits ("Pushkin's Descendants — participants of the great Patriotic war", "Three generations of Russian sailors," "the Youth of our sky", "Flying", "50 years later. His works are in the Tretyakov gallery, in the Studio im. M. B. Grekov, in the Bryansk art and Vyshnevolotsky local history museums, other public and private collections.
