Born in 1952 in the village of October (now the village is called Katowice). In 1976 graduated from the Belarusian state theatre and art Institute. Takes part in exhibitions since 1972. From 1976 he is a Member of the Union of artists of Belarus. Since 1986 he headed the Department of graphics at the Belarusian Academy of arts. In 1992 the International biographical centre (Cambridge) has named him "Man of the year" and was awarded the medal for achievements in the XX century.
In 1996, Vladimir was named "Man of the year" in Belarus. The honored worker of arts RB.
