Born in the family of an employee of Ludza municipality Tupa of Aikansa. His brother is known for chart – Nicolai Soikans.
1940.g. prior to 1944.years studied painting at the Latvian Academy of Arts at teachers A. annus, L. Simpe, V. Tonya K. Miesnieks. 1945.g. up to 1990. he lived and worked in Germany since 1990.g. - 1995. years lectured in universities in Riga for "Cybernetic aesthetics".
A very versatile artist. Worked in different visual styles, writing criticism and essays on art. 1950.g. up to the 1960s. year rushed in the oil painting to the aesthetics of geometric constructivism. 1966.g. up to 1982. years waved the theory of cybernetic aesthetics as a pedagogical model to teach art lessons and popularized it. From about 1972. began the rush to the techniques of modernism to based natural styling and believing that this reflects cybernetic aesthetics, calling it "Magical realism". 1972. participated in a Dortmund-based group of artists in Germany.
Part in exhibitions since 1942.year. Participated exemplary in 260 exhibitions (solo exhibitions – 54)- in the United States (16) England (9), Austria (2) Australia (3), Czech Republic (1) Denmark (3) France (3) Netherlands (4) Italy (11) Canada (11), Latvia (12), USSR (3), Spain (1) Switzerland (1), in Tasmania (1), Hungary (1) Germany (148), Vatican (1) and Sweden (7).
