Born in 1950 in Moscow region Saltykovsky village In 1968 he graduated from the Moscow secondary art school at the Surikov Institute. In 1973. he graduated from the Moscow polygraphic Institute. Exhibited since 1974. 1980-1985. – member of the "Studio Belutin" in Abramtsevo. Member of the Moscow branch of Union of artists since 1983. Lives in Moscow.

Works by Eugene Mountain are in the State Tretyakov gallery, Moscow; State Russian Museum, St. Petersburg; State Museum of Fine arts A. S. Pushkin, Moscow; Khabarovsk art Museum, Khabarovsk; the art gallery of Kursk, Kursk; the Schleswig Museum, Germany; the Ministry of culture of the Russian Federation.
