He studied at the Moscow School of painting, sculpture and architecture. In 1911 he joined the Wanderers. At the beginning of creation, he wrote mostly urban landscapes. In 1922, V. V. Meshkov entered into OHCHR and appealed to the October revolution and the Civil war (a series of sketches "October in Moscow" etc.). In childhood the tempting world full of fascinating things was the workshop of his father, a famous portrait painter. Under his guidance the boy began his first regular painting classes. At age 14 he made his debut at the exhibition with her timid, yet inept works on themes of Russian history, but in these works it was felt peculiar, loose brushwork of the author.
After graduating from the Moscow school of painting, sculpture and architecture where his teachers were such celebrities as A. M. Korin, A. Vasnetsov, L. Pasternak, V. N. Baksheev, Bags went to continue her education abroad.
Returning to Russia in 1914 when the First world war, he was mobilized as an artist, and many wandered from headquarters of the army. A lot of sketches of the war was created in these years.

During the great Patriotic war, the artist created a lot of works devoted to military subjects: "Protection of Leningrad", "Heroic Leningrad during the war", "Battle in the North sea", etc. One of the best paintings of that time — "in 1941 near Moscow".
After harsh years of war Bags particularly sensitively perceived the nature. He paints landscapes, which affirmed the human right to a happy life: "Stacks", "Oka Dali", "Cold day", "Hillside", "Golden Moscow". A special place in the works of V. V. Meshkov occupy the landscapes of Karelia.
