In 1963-1966 studied in art-industrial school im. Kalinina.
In 1971 graduated from the Moscow Textile Institute, faculty of applied arts.
Personal exhibition of Vladimir Fedulov has repeatedly held in various exhibition halls of Moscow.
His works are in the Chuvash State gallery in the ownership of the Union of Artists of Russia, the National gallery of the United States, in the collection of radio and television.

He studied at the Moscow art-industrial school im. M. I. Kalinin (now MGUPI), then at the faculty of applied art of Moscow Textile Institute. Member of the creative Association "Moskvorechye" and all-Russian Association "the Russian artists." Participant of exhibitions "Moskvorechye" at the Academy of arts of Russia (Moscow) and international exhibitions in Spain, England, France, Indonesia, Germany and other countries.
Works are in State art gallery (Cheboksary), in the national gallery of Thailand, in the Directorate of exhibitions of the Union of artists of Russia, in private collections in Russia and abroad.
