Born 5 Aug 1761 in St. Petersburg, in the family of a soldier. To study music, he began from the age of six at the music school of the St. Petersburg Academy of Arts. In 1782, graduated with honors and was sent for three years to improve in Italy.

29 Nov 1785 Fomin was awarded the title of member of the Bologna Philharmonic Academy and the following year returned to Petersburg. At home Fomin wrote a significant amount of musical and dramatic works. In 1797 he was appointed to the theatre Board for the position of "tutor of the Opera parties." Fomin died in April, 1800, 39 years old.

The most significant of the extant works of Fomin is a musical tragedy "Orpheus".
