Was born in Tula. In the years 1955-1960 he studied at the Palekh art school. Teachers - T. V. Bondarenko, N. F.Vikhrev, V. Zhegalov, F. A. Yurtsev. In 1960-1989, he worked at the Palekh art-production workshops.
Themes of works: folklore, literature. Participant of exhibitions since 1989. The work of V. F. Smirnova is stored in the State Museum of Palekh art.
