Born January 16, 1874 in the village of Beloomut, Ryazan province.
Worked from 1894 to 1904 studied at the Moscow school of painting, sculpture and architecture. Among the teachers were A. Arkhipov, A. M. Korin, V. A. Serov.
Lived and worked in Moscow. Participated in exhibitions of the Moscow society of lovers of the arts and the Association of traveling art exhibitions, which was a member in 1911. In 1903-1917 taught in his own Studio in 1918-1922 in VKhUTEMAS. Among his students: V. Mayakovsky, B. Johansson, D. Orlov, L. Tomasiewicz, etc.

After 1917 the work of P. I. Kelin has not undergone any significant changes. Among his works is dominated by portraits (and not only public figures), household composition and landscapes. Some time P. I. Kelin taught at the Higher art and technical studios (1918-1922), where among his many students was recruited skill B. Johansson, A. D. and P. D. Corina, V. V. Mayakovsky, D. S. Moore.
