Born vocelka Chusovoy, Perm region. Member of the Union of artists since 1982. In 1970-1975 he studied at the Palekh art school. Teacher - B. M. Nemtinov. In 1975-1989, he worked at the Palekh art-production workshops. Since 1989 he has taught in Palekh art school.
Was engaged in monumental painting (the Palace of pioneers in the city of Belovo of the Kemerovo region (1981), a sanatorium in Gelendzhik (1984)), design of books. In 1992 he participated in the creation of the iconostasis of the Church of Elijah the Prophet in Palekh. Themes of works: folklore, literature, genre scenes. Participant of exhibitions since 1975. The work of V. V. Buldakov are stored in museums: gmpi, Umgeni, Ivanovo OC, Pgaas, HF Russia, the Ministry of culture of Russia
