Born in 1953 in Kazakhstan in Kentau town. Received professional education in Art school in 1980. In 1986 graduated from the Institute of Arts in Uzbekistan. Since 1987 he has exhibited in Uzbekistan and abroad. Kuluev D. B. is a member of the Academy of arts of Uzbekistan. His work can be described as the work of a classic artist.
