Born in the village of novosilky of the Kaluga region. In 1969-1974 he studied at the Palekh art school. Teachers - A. V. Borunov, V. I. Golov, A. V. Kovalev. In 1974-1984, he worked at the Palekh art-production workshops. Died 1 Jun 1984 and was buried in novosilky.
Themes of works: folklore, genre scenes. Participated in exhibitions since 1978. The work of V. F. Vinogradov is stored in the Ivanovo regional art Museum.
