Born in Riga. He worked as a mechanic. In 1918-1919 he fought in the civil war, as a result of injuries lost his right hand; in 1919-1920 was in the white prisoner. Seconded in 1922, the Latvian section of the RCP(b) in AH, you first were enrolled in a General course, and then transferred to the painting Department. Interesting testimony about the financial situation Lukstina this period have been preserved in his student personal file: not having money to pay sitters, Lukstini AH asks the Board to allow him to use in the work of some of the academic subjects the wardrobe — "the dummy, dressed as an officer and one gun". Familiarity with Filonov has occurred not later than 1925, an Indirect confirmation of this is the statement Lukstina in the reign of AH from December 17, 1925, the abandonment of the universities. The statement clearly shows the influence of Filonov's views on the system of academic education: "...the Academy does not bear the knowledge that could create an artist that is useful for the worker in the Soviet Union. The curriculum does not meet even the lower school the time of Tsar. The Academy has within its ranks those artists that could really put the Academy of fine arts to the highest level of professional excellence." In 1925-1926 becoming a member of the MAI Lukstini participated in most of the joint work of the team. The artist was not present at the meetings that led to the split; did not work on illustrations to "Kalevala" and gradually withdrew from the group. The exhibition "Soviet art of the reconstruction period" had submitted three paintings ("the news of the death of Lenin", "portrait" and "Portrait of Lenin"). In the 1930s he was arrested.

He was shot in 1937,reabilitarea.
