Born in Leningrad in 1929. From 1947 to 1954. studied at the Leningrad Academy of Arts. Since 1956 - Member of the Union of Artists of the Russian Federation. After graduating from the Academy, he worked at the Leningrad Porcelain Factory. In 1957 he was awarded the title of laureate of the International Festival of Youth and Students in Moscow.

In 1969, he taught in Cambodia. In the 1970s, he taught at the Leningrad Theater Institute. In 1989, he taught in Nicaragua. In 1997 he was awarded the title of Honored Artist of Russia. From 2000 to 2002 worked at the LFZ on the series “Peter's Assembly”.

The works of Alexander Degtyarev are in the collections of the State Russian Museum, the State Hermitage Museum, and the State Museum of Ceramics "Kuskovo". The author of the sculptures “Manyunya” (2000), “Peter and Catherine” (2000), “The Lady with the Arappochka” (2001), “The Lady with the Mirror” (2001), “The Soldier and Venus”, “Jester Balakirev” (2000), The Big Eagle Cup (2002).
