Born in the Urals in 1870. In 1888 he received from the Zemstvo scholarship in krasnoufimskiy agricultural technical school, from which he graduated in 1890, the class of ceramics. Studied ceramic industry in Russia and Finland.
At the time, he was the organizer and head of the famous pottery workshop "Abramtsevo", created on the initiative of renowned industrialist and philanthropist Savva Mamontov. In this workshop was attended by many prominent Russian artists: Vrubel, A. Golovin and others In the mid 1900-ies of P. K. Vaulin, deciding to found their own production, creates not far from St. Petersburg, at the station Kikerino near Gatchina on the basis of a small brick factory, organized in 1878, artistic ceramic workshop.
And since 1906 has started a new and most fruitful period of creative activities of P. K. Vaulin, associated with St. Petersburg. Outstanding ceramist P. K. Vaulin, awarded by the time for his work an honorary diploma at the world art exhibition in Paris, embodies the ideas of artists and architects in the clay and glaze in the same way as in Abramtsevo, in Kikerino begin to work the most prominent artists of the time N.To.Roerich, A. M. Matveev, V. E. Borisov-Musatov, S. V. Chekhonin, N. Lancer, N.In.Vasil'ev, R. F. Meltzer. Wonderful majolica was made in a workshop Vaulina for the Russian pavilion at the Hygienic exhibition in Dresden in 1911 (the author of the pavilion and portal architect V. A. Pokrovsky), and later the portal was transferred to St. Petersburg as Director of the Institute Vladimir Podvysotsky for the construction of the library building of IEM.

The most remarkable work of a talented ceramist is the decoration of the mosque, built in 1910-1917 years. on the Petrograd side.

The slim dome and the minarets are covered with ceramic sky blue color on the facades of the building are inscribed quotations from the Koran made in fanciful Arabic script.
