Member of artists Union of Russia (1995), honored worker of culture of the RSFSR (1966). Born in 1915 in the village of Ust-Charyshskaya Pristan', in the family servant. In 1938 he graduated from the picturesque and pedagogicheskoe branch of Omsk art school. M. A. Vrubel. The participant of the great Patriotic war.
After demobilization he worked as a graphic designer at Kolyvan stone-cutting factory, where he trained young workers drawing and sculpting. But a big part of life Ievleva tied to Barnaul. In 1949 was organized, and in 1952 formalized the fine arts club at culture house of the plant "Transmash". Later the circle grew into a popular Studio. For half a century Ievlev her head and only teacher. Students study painting, sculpture bases, metal chasing, wood carving, and art history, plastic anatomy, painting techniques. Twice a year the reporting of the exhibition. From the Studio came a number of talented artists of Altai.
Since 1949 Ievlev-the participant of regional, zonal, Republican exhibitions. Works mainly in the genre of sculptural portraits and compositions. Uses wood, stone, clay. Major works: portrait of I.
