Was born in Irkutsk. In 1954-1959 he studied at the Irkutsk art school. In 1965 he graduated from the Moscow state art Institute (Moscow State Art Institute.In.And.Surikov) workshop VG Tsyplakova, Department of easel painting. A member of the artists Union of the USSR since 1967 1964-1975 he was recognized in the far Eastern Pedagogical Institute of Arts in Vladivostok. The Seaside art gallery is 22 the artist's work. Among them are monumental, historical compositions, a series of landscapes of ancient Russian cities. Basil Bocancea works are in private collections in Germany, USA, Holland, Israel and Russia.
