Graduated from Department of Painting in Liepaja school of artistic crafts (1931), register for the Studio of painting in Liepaja, where she taught K Wbans. From 1933 he studied at the Latvian Academy of arts, in 1942, graduated Figurative painting workshop with independent work "Pigs", because received certificate for course completion and not a diploma.
In his student years R. Starosts participated in unity “Zala zeme”, and the society for the encouragement of art in Liepaja.
He was a candidate member of the Union of artists since 1945, 1953, are excluded, in 1957 resumed.
In 1942 the artist lived in Grobina.
In exhibitions the artist has participated since 1936.
Main exhibitions were in Riga (regularly since 1936 – exhibitions of Culture Foundation), Liepaja (1945, 1957), Moscow (1957).
Memorable exhibitions are organized in Liepaja (1960, 1983, 1988, 1994), Riga (1963, 1978).
